Article IV. SPECIAL EVENTS |
§ 78-91. Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Chief of police shall mean the chief of police of the city or his designee.
Civic event shall mean any special event sponsored, in whole or in part, by the city.
Participant shall mean a person who administers, organizes, assists, marches, or otherwise directly or indirectly participates in a special event.
Permittee shall mean the person granted a special event permit.
Special event shall mean any procession, march, ceremony, show, exhibition, pageant, rally, public assemblage or demonstration of pedestrians, runners, vehicles or animals, or any event which may cause an interruption of regular activities of the citizens or which may require the special attention and involvement of city personnel along or upon a roadway, street or highway located in the corporate limits of the city. A special event shall not include a funeral procession; a procession of pedestrians along a public sidewalk or on private property; a procession of vehicles on a public street, road or highway operated in compliance with ordinary traffic laws; or a governmental agency acting within the scope of its functions.
